THE HISTORY OF DISTRICT 4280, Columbia

A Part of Our History of Rotary in South America

The first Rotary Districts were called "Divisions" in 1912 and were allocated 8 to USA, 2 to Canada and 1 to Great Britain and Ireland.

Rotary in Colombia between 1928 and 1936, belonged to District 68 which was shared with Panama.

The Spanish Civil War.
When in 1936 started the Spanish Civil War were banned and dissolved officially all international associations, including Rotary.
But many of the Rotarians was re-joined informally every month, thus maintaining the ideal and philosophy Rotary.
Yet interviews Rotarians of General Franco for the reopening of the CR, it never relinquished.
Only in 1977 was restarted Rotary in Spain with the Madrid CR, it was strongly influenced by the Rotary lawyer Jaime Enseñat.
In some bibliography cites the President Belisario Betancur as a major player in opening up the Rotation Spain

In 1937 the number was changed to District 88 which only lasted for one year.
In 1938, the District was renumbered District 40 which was retained for 11 years.

In 1949, another number change to District 112 for 8 years.
More changes to district numbering caused by the huge increase in clubs world-wide and also in Columbia.
In 1957 Clumbia was given its own districts - District 429 and District 435.
More substantial growth of Rotary clubs in Columbia forced RI to allocate another new district number - District 428 was created in 1976.

In 1989, District 427 was created and District 435 extracted from Columbia and partitioned to cover Panama.
Finally, the world-wide "four digit" numbering system came into play with a zero added to all districts.
Rotary districts in Columbia then became District 4270, District 4280 and District 4290.

The District Conferences of 1929, 1930 and 1933 were held in Panama, all the others have been held in Colombia, except for the District Conference of 1999 which was held on a cruise in the Caribbean.
Rotary has held 33 national conferences in our districts attended by 31 Colombian District Governors and 2 foreign District Governors.

History of the Rotary Club Envigado 1957 to 2007.
Usually the Rotary Club, when they reach age 50, prepares a publication with the story of its foundation and achievements.
The RC Envigado has the advantage of being endowed with professional historians from the University of Antioquia, School of Social and Human Sciences, the Center for Humanities and Social Research and the Research Group on Social History.

Humberto Escobar (DGE) is more used to making presentations to the Palace but elected to assist in this endeavour.


In four chapters he describes the institutional life, expansion and achievement of RC Envigado.
Many important works and actions for the benefit of the community, well recognized by the authorities of Envigado and by Rotary International, has characterized the tenacity of its members.
Rotary sewing classes, Marconi office, tourist guide, shoes for children from poorer schools, equipment for classrooms, the foundation of CR Itagui, Rionegro, Envigado Ayurá, Interact and Rotaract, the Rotary Homeless Children flag work, sports units, the office of optometry, endowments to classrooms for computers at the University of Envigado.
